feat(whatsapp): list every chat, import history and fix sender identity - #8727
Messages whose sender WhatsApp addressed only by LID (and your own messages from the phone) were attributed to strangers or quarantined; the WhatsApp page only knew roster groups; adding a group showed nothing before the moment it was added.
What
Sender identity: WhatsApp's from-me flag makes the sender the account's own identity; the session service completes a sender's PN/LID pair from the account's LID store, and ingest resolves LID-only senders from the roster, so quarantined events apply on retry.
Schema (in layer 4's migration): the account's chat list (whatsapp_chat, names and activity only, never content) and whatsapp_group.backfill_*.
Chat list from history sync, live messages and contact/archive/pin events; GET /meta/linked/chats merges it with the roster.
On-demand backfill: adding a group asks the owner's phone for pages of 50 before the oldest imported (500 messages / 90 days at most), with waiting-for-phone retries; history never notifies or counts as unread.
Web: the WhatsApp page lists every chat with search; added groups show import progress; one account at a time; External's WhatsApp UI uses Macro's rows, header and sidebar patterns (compact phone layout).
Regenerated storage client, OpenAPI, SDK and code-mode catalog.

Priority: Normal
Merge Risk: Low · up to 27616
The change adds WhatsApp chat listing and history import without a concrete blocking defect found in the reviewed paths. Before merging, fix the README example, which does not compile against the SDK. Also consider throttling chat-list refresh signals and carrying trace context through history and chat events.

Link the runner's page processing to the whatsapp.history.page trace.
The whatsapp.history.page span starts and ends in the Forwarder. The Forwarder then sends SessionEvent::HistoryPage over the unbounded channel, and the span context does not go with it. In the runner, history_page runs replay, whatsapp.session.backfill_page and the follow-up backfill without a parent span. One history page therefore shows up as several unrelated traces.
This flow has these hops:
whatsapp.backfill.request asks the phone for a page.
The phone answers in whatsapp.history.page.
The runner stores the page.
A reader cannot join these hops from one trace.
Fix:
Carry the current span, or its traceparent, in SessionEvent::HistoryPage.
Wrap history_page in a span such as whatsapp.backfill.page that has account_id, the result count and the resulting states.
Make that span follow from, or be the child of, the page span.
Do the same for SessionEvent::Chats.
As per coding guidelines: "Async work that outlives the request (spawned tasks, queued jobs) links to or parents on the span that started it, so the flow stays one trace", and "A new transport (queue message, websocket frame, worker call) needs inject on send and extract on receive."

Coalesce activity-only WhatsApp chat updates before notifying viewers.
Content messages in direct and group chats can advance last_activity_at and emit signals::Change::Groups. DSS coalesces only notifications already buffered at the same time. It has no time-based debounce, and the web handler invalidates the chat query for every delivered groups push. Separate pushes can therefore trigger separate GET /meta/linked/chats refetches.
Avoid notifying for activity-only updates that do not change the visible list order, or throttle those notifications per account. Keep writing the activity timestamp.
