The banner block's fallback case rendered a generic Tapis logo for any tenant without dedicated branding, including tacc. No tenant should get this placeholder image.
Show "Powered by: [tapis]" unconditionally again instead of only for clients matching the TACC User Portal display_name.

Show the tenant-specific logo unconditionally again, matching the same unconditional-for-all-clients revert already applied to the footer's powered-by element.
Matches the banner block's fallback removal: an unmatched tenant_id now renders no logo in the header figure's first slot, instead of the generic Tapis logo.
