Authorizes the exact prerequisite repair exposed by #387 Layered CI Fast Feedback run 31863016396 / job 94959496217 (CI_UNKNOWN_PATH).

Scope is exactly two implementation files: governance/layered-ci/risk-policy.json and tests/layered-ci/governance-policy.test.js. The repair may add only seven explicit Product integration paths to L2 exact classification. No integration/ prefix, workflow change, Product runtime change, dependency change, gate weakening, or new infrastructure is authorized.

Independent exact-head review for 366e738a0c28404558c44594e7f3b9606361b9d7 completed under the repository's CodeRabbit-quota fallback rule. Scope remains exactly one governance authorization file. Recomputed authorization/path-set digests match the declared SHA-256 values; no unauthorized paths, broad integration/ classification, prefix modification, workflow/runtime/dependency change, fail-closed weakening, L3 automatic promotion, skipped-test mechanism, temporary bypass, or general-purpose Yance infrastructure was found. Exact-head Stage 6.4.5.9, ACV2, Layered CI, and Model Brain Windows runs are GREEN; Product Final Validation is correctly skipped for this governance-only change. Review threads are empty.
