Implements the exact prerequisite repair authorized by #388. First implementation commit 96ff1740a8e24c68b152f6315d9ab72b5796f9c1 is tests-only and must reproduce the seven Product integration paths as CI_UNKNOWN_PATH before governance/layered-ci/risk-policy.json is changed.

Authorized implementation scope is exactly:

  • tests/layered-ci/governance-policy.test.js
  • governance/layered-ci/risk-policy.json

No broad integration/ prefix, workflow change, Product runtime change, dependency change, gate weakening, or new infrastructure is permitted.

Independent exact-head governance/code review for c893db4b93368c5a81aa7247fb112e6f0ee1c5e1 completed under the repository's CodeRabbit-quota fallback rule (the requested CodeRabbit full review did not start because of rate limiting). Verified: effective diff is exactly the two #388-authorized implementation paths; failure-first commit 96ff1740a8e24c68b152f6315d9ab72b5796f9c1 is a one-file tests-only child of authorization merge dea8a3c919b7af42fc711e47cc02e99af4d5058a; GREEN commit is its direct child and changes only governance/layered-ci/risk-policy.json; exactly seven Product integration paths are added to l2ExactPaths; test coverage requires each path to pass as L2 with EXACT reason; no integration//integration/element-module/ broad prefix, existing-prefix mutation, classification removal, workflow/runtime/dependency/manifest/lock change, unknown-path fail-open change, L3 automatic promotion, test weakening, skip mechanism, temporary bypass, or new Yance infrastructure is present.
