Adds an optional
flarum/auditintegration, moved out offlarum/auditwhere it was previously bundled. Mirrors howflarum/suspendships its own audit integration: aConditionalonflarum-auditusing the publicFlarum\Audit\Extend\Auditextender, the log labels shipped under theflarum-audit.lib.browser.*locale namespace, and anAuditTestcovering it.flarum/auditis added torequire-devonly — at runtime it is an optional dependency (the integration is a no-op unless flarum-audit is enabled).Companion to flarum/framework#4807, which removes this integration from
flarum/audit. To avoid duplicate logging, these should be released together.
