This PR pre-implement "node core ffi" based on #46905
While normalizing API behavior with all the FFI implementations (ffi-napi, koffi, node:ffi);
I ended up adding some new options and helpers.
Merge request this branch now as I do not wish to wait for when and if
node:ffiwould eventually be merged into core to have them available.NB:
node:ffirelated files are not packaged when publishing (package.json files field)
