Added Python and OCIO support.
Made version variables for all libraries.
Moved
pyenv,pybind11&jpegturboto use tarballs.Currently set to python 3.9.10, which is not in line with the latest VFX reference platform. Should be a 3.10.* version.
fmtlib & Tessil still need to be moved to tarballs. Currently downloaded automatically by OIIO.
