Remove the bash dependency for stub updates by rewriting tools/update-stubs.sh as tools/update-stubs.go. Update the go:generate directive in pkg/espflasher/stub.go and the development instructions in README.md accordingly. Signed-off-by: deadprogram <ron@hybridgroup.com>
