Adds init-data-py to the Libraries section.

It is a Python library for handling Mini App init data on the backend:

• Validates init data with the bot token, as described in the official guide.
• Validates init data with Telegram's Ed25519 public key, so a backend can check it without the bot token.
• Parses init data into typed objects, and can sign init data for tests.
• The core has no dependencies. Python 3.10+, on PyPI, MIT licensed.
