Lands the ty version bump from dependabot PR #42 directly to main so release-please picks it up as a release-worthy change. The PR could not be merged via the normal dependabot flow because PR #41 (pexpect bump) had touched the same dev = [...] block earlier and rebase attempts didn't auto-resolve in time. ty 0.0.36 (the resolved version from the new constraint) runs cleanly against src/ + tests/ with no new diagnostics.
