Description of the issue/feature this PR addresses
In most cases, users will want to report all sensitivity categories. However, if the selected AST panel has "Selective Reporting" enabled, users must manually mark each antibiotic as reportable before submitting.
This Pull Request changes the default behavior by setting selective reporting to "Y" for all antibiotics. As a result, all antibiotics will be reported by default, and users will only need to set "N" for those that should be excluded.
