Description of changes

Adds remark-pele to doc/plugins.md.

It renders mermaid code blocks to inline SVG at build time with pele, a small synchronous Mermaid renderer with no runtime dependencies. Unlike approaches that drive a headless browser, it needs no Playwright/Puppeteer setup, and the output needs no client-side JS.
