Add a GitHub Actions workflow that posts a warning comment on PRs opened against `main`, reminding authors to target `dev` per the branching strategy. The warning is informational only — no checks are failed — so legitimate cases like backports are not blocked. Assisted-by: Claude Code
Pin to commit SHA for supply chain security, matching the pinning convention used by other actions in this repo. Also bumps from v7 to v9 to match nightly.yaml. Assisted-by: Claude Code
