Fixes the ordering of the publish-wheel-search-key entries in build.yaml. Follow-up to #5544. Also part of rapidsai/build-planning#270

There was one wheel test failure, one I've seen be flaky before.

FAILED python/cugraph/cugraph/tests/layout/test_force_atlas2.py::test_force_atlas2_empty[True-500] - assert np.float32(3.0798192) > (4 * np.float32(1.1537918))
