This adopts zizmor with the same configuration used in our other repositories.
Zizmor flags uses of
dtolnay/rust-toolchainsincerustupis already installed in GH actions. So we can just runrustup installinstead, which also avoids duplicate nightly version strings.As discussed offline, this also removes the unused dynamic wasm builds.
