feat: add jobs processing lease migrations

This PR adds the predefined Jobs Queue migration for the changes in the two previous PRs:

• add the nullable processingToken field used for safe multi-worker claims: feat!: support multiple workers on the same queue #17441
• replace processing with the nullable, indexed processingUntil lease used for crash recovery: feat!: prevent stale jobs queue jobs #17220

Jobs that had processing: true are given an already-expired lease. This preserves them and lets the next jobs runner recover them instead of leaving them stuck.

Generate the migration with the package for your adapter:

pnpm payload migrate:create --file @payloadcms/db-postgres/jobs-processing-lease-v4

Replace @payloadcms/db-postgres with the package for another adapter. MongoDB does not require a schema migration, but its predefined migration removes the old processing field and index.
