etcd v3.6.12 requires Go 1.25 (go.mod: go 1.25.0, toolchain go1.25.10). Update the builder stream from rhel-9-golang (Go 1.24) to rhel-9-golang-1.25, and update ci_build_root to use the corresponding extra build root image.
