feat(agents): pick the agent first, with its model as a per-send override - #9015
The agent composer's primary dropdown showed a model (for example "GPT-6.1 Sol") and listed Macro's model catalog above the agents, so the agent that would run was hidden and choosing a model and choosing an agent were the same control.
What
The Agent picker lists only agents, with built-in Macro first under Built-in, and its closed state shows the selected agent's icon and name. Choosing an agent clears any override, so the next send uses that agent's default model.
A separate Model control beside it lists only the selected agent's harness models (the existing ModelSelector / ModelCatalogPicker, with effort rows where the harness reports them). Picking one sets a per-send override and never changes the agent or its saved default.
The same AgentPicker serves the Agents composer, the universal input's AI draft, and routine configuration, so all three get the split. Routines: choosing Macro from an agent target switches to Macro's default model.
Tests cover agent + default (no override sent), agent + override (override sent once, then the default returns), and re-choosing the agent dropping an override. The routine picker and creator tests now drive the two controls.
Updated docs/agent-guide/ai-chat.md and the Agents tour step.

Mobile: two icon-only buttons in the composer (agent icon, model logo). The agent button opens an agents-only bottom sheet; the model button opens the existing model sheet. The old drill-in from an agent to its models is gone. Routine forms keep the names visible on phones.
Macro's remembered model stays. A model picked for Macro is still remembered locally as the user's Macro default, as before. The persona's saved default is never written. Overrides on other agents stay one send only.
Routines edge case: switching a routine to Macro does nothing until Macro's default model has loaded, because a Macro routine target needs a concrete model.

The composer's primary picker listed Macro's models and showed a model
name, so the agent being run was hidden. The picker now lists agents,
built-in Macro first, and shows the selected agent; choosing one uses
its default model. A separate model control lists only the selected
agent's harness models and overrides the model without changing the
agent or its saved default.
Drive the agent picker and the model control separately: choosing an
agent sends with its default model, a model override applies to one send
without changing the agent, and choosing the agent again drops it.
Agent and model selection are now separate controls. Choose an agent first, then browse that agent’s searchable model catalog; model and effort choices are available through the model control.
Macro now appears first in the agent picker. Selecting it uses its default model unless an existing model selection is retained.
Mobile agent selection now lists and searches agents, while model selection is handled separately.
Documentation
Updated the chat guide to explain model defaults, temporary send overrides, and when model selection is unavailable.
Agent selection and model selection now use separate controls. The agent picker lists agents, with Macro first, and the model control shows options for the selected agent. Routine target selection now preserves an existing model target when Macro is reselected without an override, or uses Macro’s default model when switching from another target.
Priority: Normal
Merge Risk: Low · up to 77694
Routine users may select Macro and see their previous agent target remain unchanged until Macro’s default model is available. This is a bounded issue, but the picker should not offer a selection it cannot apply.

Hide Macro only for agent targets that lack a default model.
For an agent target, choosing Macro with no defaultModel and no override skips onChange, so the picker silently keeps the previous target. For a model target, choosing Macro is a deliberate no-op that keeps the saved model. Macro is also the current selection in that state, so its row must stay listed. Filtering on defaultModel alone removes that row.
