ci(ios-release): hold approved App Store versions until the prod deploy - #8951
Native iOS PRs were submitted to App Review with release type "after approval", so the App Store build went live as soon as Apple approved it. The matching web bundle, which raises the iOS native build floor, ships later with the next prod deploy. Releasing the App Store build should happen at the prod deploy too.
How it works

releases the version + build committed at the
deployed commit, only if it is held
The web deploy does not depend on the publish job, so an App Store Connect failure cannot block the prod deploy.
What
apps/web/scripts/ios-app-store.mjs
submit creates versions with releaseType: MANUAL and switches reused records to it, so an old record cannot release itself on approval.
status --require-live becomes --require-approved: the gate accepts an approved build (held or live) with the same build-number and native-tree stamp checks. Without this a held PR could never merge, since it only goes live after the merge.
New publish command: releases the committed version + build if it is in PENDING_DEVELOPER_RELEASE. A held version with another build (a PR not in this deploy) and an already-live version are left alone.
withdraw reports a held stale build separately (held=) from one that is going live (live=).
New generated workflow iOS App Store Publish (ios_app_store_publish.rs), workflow_call + workflow_dispatch, called by release-production.yml as its own job.
Gate, watcher, drift and release-comment sources updated for "approved" instead of "live"; drift and watcher comments tell the author to remove a held stale build in App Store Connect (Developer Reject), since it blocks the next submission.
App Store Connect allows one version in flight, and a held version counts until the prod deploy releases it, so the next native PR can submit only after that deploy.
The App Store release starts alongside the web deploy, so for the first minutes older installs can see the update prompt before the App Store offers the update. They keep running their current bundle meanwhile.
Follow-ups
Removing a held stale build (Developer Reject) stays manual in App Store Connect; automating it through the API is not attempted here.
Why: native PRs were submitted with release type "after approval", so the
App Store build went live as soon as Apple approved it, before the prod
deploy that ships the matching web bundle and raises the native floor.
What: `submit` now creates (and converts reused) versions with release
type MANUAL, so Apple's approval holds them in Pending Developer Release.
The iOS Native Check and the release watcher accept an approved build
(held or live) instead of requiring it to be live, otherwise held PRs
could never merge. A new generated `iOS App Store Publish` workflow runs
`ios-app-store.mjs publish` from `release-production`, releasing the
version + build committed at the deployed commit if it is held. The web
deploy does not depend on it, so an App Store Connect failure cannot
block the prod deploy. Drift handling now distinguishes a held stale
build (blocks the next submission until removed in App Store Connect)
from one that is going live.
Approved iOS App Store releases are held until the next production deployment, which publishes the version and applies its required iOS build floor.
Native-change updates can proceed once Apple approves the exact version and build; users may be prompted to update before the App Store release.
Bug Fixes
Improved handling of approved but outdated iOS builds, with guidance to reject them before submitting a replacement.
Documentation
Clarified the iOS release timeline, approval requirements, and steps for handling held or stale releases.
The iOS release flow now treats Apple approval of the matching version, build, and native-tree stamp as sufficient for the merge gate. Approved versions remain held until a production deploy runs the new publishing workflow. The CLI supports publishing the matching held build and reports held versions during withdrawal and drift handling. Release watchers and PR comments now describe approval and held-build states. The release documentation and related workflow descriptions reflect the updated timing.
Priority: Normal
Merge Risk: Moderate · up to eb243
The change holds approved iOS versions until a production deploy, but the publish job is not ordered after the web deploy, so the iOS version can go live before the matching web bundle ships. The merge gate can also pass a version that the publish step will not release. Fix these before merging; the manual retry ref is a smaller operational gap.

Instrument the App Store publish boundary.
The global observability rule applies to **/*, including CI and release scripts. When the matching held version reaches await api("/v1/appStoreVersionReleaseRequests", ...), the publish job makes an external request without a telemetry span, timing, outcome, or trace correlation. Configure the repository-supported CI exporter and record opaque version/build identifiers, then flush the span before the process exits.

Publish only after the web deploy succeeds.
publish-ios and the production web build start independently. If publishing finishes first, or the web build or deploy fails, the iOS release request can ship the new native version while the matching web bundle is still absent. That recreates the ordering problem this change aims to prevent. Add needs: [deploy] to publish-ios; the web deploy can remain independent of publishing. Apple says a manual release request cannot be canceled. (developer.apple.com)

Do not pass the merge gate for ACCEPTED.
If an app version is ACCEPTED because another item in its submission was rejected, this condition reports approved and lets the PR merge. Apple says the app cannot publish until all submission items are accepted. The production publish command then leaves the version unchanged because it is not PENDING_DEVELOPER_RELEASE. Restrict the successful gate to held or live states. (developer.apple.com)

Document the required ref for manual publish retries.
The reusable call checks out the release event's tag commit. A manual dispatch checks out the selected ref, which defaults to the default branch. If main has advanced, publish can release a matching held version before that commit's web bundle deploys.
The documentation says to re-run or manually dispatch the workflow, but does not state that manual dispatch must use the deployed release ref. Document this requirement and recommend rerunning the failed release instead.
