args dependecies

Hi Boris

Thanks for your work on timezone... could you have a look at dependencies on args it is very tight, at the moment I am overriding, just so messy to do.

Anyhow here are the conflicts that I get:

Incompatible version constraints on args:
- analyzer 0.24.3 depends on version >=0.12.1 <0.13.0
- dart_style 0.1.7 depends on version >=0.12.1 <0.13.0
- dartdoc 0.0.1+5 depends on version ^0.12.2
- polymer 0.16.1+2 depends on version >=0.11.0 <0.14.0
- timezone 0.3.0 depends on version >=0.13.0 <0.14.0

Sorry for the delayed response, really busy week. I'll relax version constraints and upload new package tomorrow.
