Forward-only synchronization for #387 after ordinary merge of Product Final ownership closure V11 (#425).
This PR introduces no new Product implementation. It merges current
main(9691759e2b28965f45d5aff191df98bdb6c8c6c4) intoproduct/v21-product-experience-bilingual-search-translation-task-ux-p0so #387 can be validated against the exact V11 ownership/scanner closure before final Product merge.Merge method must be ordinary merge; no squash/rebase.
