Superseded by merged V8 authorization #414 after fresh V7 execution exposed an internal governance contradiction: trusted main still required 0011 to be lock-only while V7 correctly required package.json + pnpm-lock.yaml root ownership. V7 is intentionally not merged. Its causal RED and proven Learning-runtime repair remain predecessor evidence for V8; implementation continues only on the independently authorized V8 branch.
