feat(snos): support 0.14.3 release

Summary

• Updates SNOS to the Apollo 0.14.3 RC.6 stack and moves internal services to 0.3.0.
• Aligns Cairo dependencies with the 0.14.3 Apollo release line.
• Supports Pathfinder URLs that already include the Starknet RPC version.
• Uses the provider chain ID for OS hints so integration-sepolia replays match transaction hashes.

Validation

• Local workspace verification completed.
• RPC URL normalization coverage passed.
• Pathfinder integration PIE generation succeeded for latest block 11490070 and latest-minus-250 block 11489820; both were invoke-only blocks.
