Add format on save option

I added a workspace setting to disable, but defaulted it to be true.

This would be a pretty great feature so I don’t have to choose between using VS Code or suffer with using the superior Nova editor but periodically running bundle exec rubocop -a in a terminal. ;)

HI @curtisspendlove, I know you'd probably prefer keep using the tools you already have but if you don't mind installing something else my Solargraph extension comes with the format on save feature for rubocop

Appreciate the heads-up. I keep hearing about Solargraph so maybe this is a good opportunity to stop being a dinosaur and learn a new tool. ;)
