Create STIPS IR Remote integration documentation

This PR adds documentation for the new STIPS IR Remote integration.

The STIPS IR Remote integration allows Home Assistant to control supported air conditioners through a STIPS IRU1 device. The documentation covers prerequisites, setup, supported climate features, limitations, and troubleshooting.
