Deploy PRs to Sia

Now, each PR will build the docs, send to SIA and add a comment to the PR.
It only publish to the gh-pages once merged to master

This is a known issue/non-supported feature: SIA doesn't evaluate index.html as the default file for a folder, except for the root folder.
We can solve this by updating the the links to include the index.html suffix.
