Decreases kLossyCacheSize and kCutoverThreshold from 2^20 to 2^17. This reduces the memory footprint of the lossy ITE cache from 16MB to 2MB, cutting the impact it has on the CPU's caches. PiperOrigin-RevId: 902648039
