To be honest it would be lovely to have a shared "source of truth" so that both repositories are always guaranteed to have an up-to-date set of rules. |

I don't think that's necessary. Copying them around a few times isn't super hard and allows us to iterate the two on their own terms. |

I figured all of those were relevant here as well. The sphinx build CI isn't added yet because it's currently erroring. That can be added in a follow-up PR.
