perf(daemon): ignore temporary repos without remotes

Summary

• skip checkpoints for repositories under the system temp directory when they have no configured remote URL
• cache the daemon trace decision off the critical listener path, with bounded storage and invalidation after remote/config changes
• resume normal processing immediately after a remote is added
