Show a FeatureBadge inside the issue stream sort dropdown trigger when an org is on the Recommended sort default and the active sort is Recommended. The tooltip explains the new default and that sort selection is now persisted. Co-Authored-By: Claude <noreply@anthropic.com>

Center-aligned tooltip text is hard to read once it wraps to multiple lines, so override the tooltip default with a left-aligned overlay. Co-Authored-By: Claude <noreply@anthropic.com>
The tooltip overlay's text-align: center is applied by the styled wrapper after overlayStyle, so the override never took effect. Align the title content itself instead. Co-Authored-By: Claude <noreply@anthropic.com>

When an org has the
issue-stream-recommended-sort-defaultfeature and the active sort is Recommended, the issue stream sort dropdown trigger now shows aFeatureBadge type="new"next to the label.
