This allows clients, such as Claude Code, to use tools with Qwen3 when running over exo.

This allows clients, such as Claude Code, to use tools with Qwen3 when running over exo.
Motivation
Qwen3 tool use isn't correctly parsed in the XML, and so clients such as Claude Code (when running locally) don't process it correctly.
