Streamline RFC process from four stages to a single Proposal stage

Summary

• Replace the four-stage RFC process (Strawperson, Draft, Candidate, Finished) with a single Proposal stage — contributors open one PR with a target maturity (alpha or beta), the ECS committee reviews holistically
• Consolidate multi-stage template guidance into single comprehensive comments per section, preserving all original detail
• Delete stages.html (obsolete)
• Document planned automation (auto-implement on merge, auto-promote beta → GA) in rfcs/PROCESS.md

This is the second of three PRs: (1) alpha maturity + remove experimental, (2) streamline RFC process, (3) annotate in-flight RFCs.
