docs(nim): add a license and notices page - #56

Add a short page that states the OpenMDW-1.1 license, lists where the NIM, model, and component terms live in the image and at /v1/license, and links to the acknowledgements. Link it from the README. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
