This PR updates all the quick starts to use the latest healthy community provider versions. This fixes an issue where the providers did not have functioning RBAC across their dependencies due to a publishing bug in family providers.

I have walked through both parts of all 3 cloud provider quick starts, so I think these should be working good now ✅
Various other locations in the docs had references to the bad provider versions, so those were updated as well. I tried keeping whitespace edits out of this PR, but after fighting with that for too long, sort of gave up. You can click the "ignore whitespace" option while reviewing the changes 🤷
