This PR now only moves Ignition's current upcoming notes into descriptively named fragments and points contributors at the new workflow. The shared tool, tests, docs, release skill, validation, and CI workflow live in coreos/repo-templates#379 and will arrive through the normal repo-templates sync.
It should land after coreos/actions-lib#13, the repo-templates PR, and its generated Ignition sync PR.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The contribution checklist now asks contributors to add release-note fragments for user-visible changes. Three fragments describe Azure provider unit tests, Butane inline gzip validation, and restored go fix behavior in the Go pipeline.

Explanation
The title "docs/release-notes: use per-PR fragments" names the subsystem and states the change, which is to replace the release-notes workflow with per-PR fragment files. It follows the required 'subsystem: lowercase description' format, uses lowercase after the colon, has no trailing period, and uses an imperative verb. The changeset adds descriptively named release-note fragments and updates CONTRIBUTING.md to point at the new workflow, so the title matches the main change.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Reject shallow repositories before you resolve pull requests from history.
A shallow clone causes a wrong result, not an empty result. Git treats the shallow boundary commit as a root commit. A root commit's diff shows every file as added. So git log --first-parent --diff-filter=A -1 -- <path> returns the boundary commit's subject for every fragment whose real adding commit is older than the boundary.
Here is one trigger: a --depth 1 clone where HEAD is Merge pull request #999 .... Every fragment then resolves to #999. finalize then writes wrong links into docs/release-notes.md and reports success.
The message on Line 392 says the history "may be shallow". This message is misleading, because the shallow case seldom reaches this branch. Check for shallow history before the git log call and fail explicitly.

Also update the stub runner in TestResolvePRFromGitSeparatesPathFromOptions. The stub must return false for rev-parse. The stub must also record only the log arguments.

Remove the release-note-pr overrides from the Azure and go-fix-pipeline fragments.
docs/release-notes.d/README.md allows a release-note-pr override only for exceptional migrations or backports. Normal contributor notes need no PR number. The Azure unit-tests fragment (2345) and the go-fix-pipeline fragment (2346) are not migrated entries. Their PR numbers do not appear in the merge-base release notes, so the overrides do not preserve an existing link. Each override makes preview and finalization use the written PR link instead of Git-based attribution.
