The pombump tool has been superseded by omnibump. Remove the maven/pombump pipeline definition and update documentation to reflect that only maven/configure-mirror remains.

The pombump tool has been superseded by omnibump and is no longer maintained. This removes the maven/pombump pipeline definition, clears its entry from the maven pipeline README, and updates the build cache documentation to reference only maven/configure-mirror.
