blob tlm についての情報をgaiaに与える手段が決まっていないので、暫定実装として
satconfigのtlm_api_maに登場するがtlmcmddbに登場しないコンポーネント名をblob tlmを送信するコンポーネント名として、tlm id = 0 に BLOB という名前のテレメトリがあるものとする
