Low risk: this only updates the default Forge deployer Docker image tag used for k8s jobs, with no code logic changes. Risk is limited to behavior differences introduced by the newer deployer image at runtime.

Overview
Updates Forge’s default Kubernetes deployer image version by bumping DEFAULT_FORGE_DEPLOYER_IMAGE_TAG to a newer release_… tag (and updating the “latest stable build” date comment).

All Forge deployer jobs that don’t explicitly set an image tag will now pull and run this newer deployer image.
