Documents the neutral CI build variables (
CI_COMMIT_REF,CI_COMMIT_SHA,CI_BUILD_STARTED_AT,CI_REPOSITORY_URL) added in apppack-codebuild-image #24. Adds a "Build-time CI variables" section to the Dockerfile builds page covering both Docker (--build-arg) and Buildpack (env var) usage.
