updates the SCI package used with KFW project data to work with WBVFM project data which is based on gen3 extract standards (see extract-scripts).
bunch of general code improvements, bug fixes and additional comments included as well
might just make this a new branch for now so we can still do comparison tests with the original if needed. will need a manual merge at some point
