chore(agent): upgrade pi to 1.3.0 - #569

The service pinned pi 0.84.4 (2026-08-28); 1.3.0 is current. Three changes reach this service: pi 0.87 removed shouldStopAfterTurn, so the Run's stop after a terminal Artifact or a spent budget moves to finishTurn; since 0.86 the system policy reaches the provider as the first transcript message, which the context-reconstruction test now expects; and pi's DeepSeek catalog renamed deepseek-v4-flash to deepseek-flash, which the Compose default and allowlist follow. The faux harness types tool-call arguments as JSON values as 0.86 requires.
