This PR adds the flash-fw directory containing the recipe, include file, and the .cmd source file.
The recipe installs the firmware flashing script into /boot within the rootfs.
The license file is copied from the meta-scalys/u-boot-bootscripts/files/.
The composite-firmware and flash-fw recipes are also included into the scalys-base-image recipe.
