VERSIONING.md admits only V1 and V2: Version is the compatibility class, not an edit counter. There is no Version 3, and README already lists BRIDGE-1 as 2. The gate invariant and the managed-mode session_id rule tighten conformance within the existing not-backwards-compatible-with-V0 class; they do not open a new one. Keep the header at 2 and record the changes under the existing CHANGELOG entry.
