When ATM_ALT_CO2_OPT=const, we want fluxes%atm_alt_co2 to be atm_alt_co2_const, not atm_co2_const

ATM_ALT_CO2_OPT=const, we wantfluxes%atm_alt_co2to beatm_alt_co2_const, notatm_co2_const(fixes When MARBL uses a constant ALT_CO2 value, it uses the ATM_CO2 instead of ATM_ALT_CO2 #444)There maybe additional bugs fixed, leaving this in draft until we are confident we have everything we need in the PR
