FileId is passed if it is a resubmission so that the correct fee can be returned

Seems sensible, it'd be good to adjust the commit messages so the the ticket shows up in the automatic release notes |

Fix issue with being able to view historic resubmission fees. This requires a change in the packaging frontend project as well to pass the file Id when a payment is being made

It should be noted that this will only be visible/testable once the change is also made on the submit side. In the first instance we should check that the existing functionality works. Once the fileid is then being saved with the payment, we should be able to see the data more accurately.
