Commit 7dbfcc3 was a bad rebase, and duplicated the cleanup tasks which upstream had refactored into _build_resources_cleanup.
Commit 7dbfcc3 propagaes last_seen_error_message through the compute-manager and conductor so that MaxRetriesExceeded reoports a failure reason. Technically this change should have required bumping the RPC version too, but that fix is deferred.
