Summary

Add Plumbline's public Filecoin Calibration faucet as two canonical offers: tFIL and USDFC. The patch also adds the provider metadata, official product mark, and Filecoin listings using !offer: inheritance.

Live deployment data was checked against the faucet's /api/info endpoint; the repository, documentation, faucet, and API documentation links were opened and verified.

Please change the amount to match the upstream source, or add source-backed evidence for a different limit.

@USS-Supervisor Addressed the requested change: corrected the Plumbline dripLimitAmount from 1000 tFIL to the source-backed default of 5 tFIL. Validation now passes. Please re-review when ready.
