chore: bump prettier to v3.9

Summary

Bumps prettier from 3.8.3 to 3.9.9 and applies its new formatting.

• Short union types now go on one line instead of starting each member with |.
• Quotes are dropped from enum keys (AbiType).

The formatting is a separate style: commit, so the bump is easy to review on its own.
