Loom artifacts became opaque byte sequences and launch-config loading dropped the release callback arguments, breaking direct byte-span access and the old loader call. The API change preserves segmented compiler artifacts in shared ref-counted storage without eagerly flattening them. pr that broke it: ROCm/hrx-system#491
