EPIC: Shuttermint Transition and Recovery Hardening

Context

The deployment 1002 transition exposed several Shuttermint issues that are not specific to eon 13 or config 15. The original deployment recovery will not continue, but these issues remain relevant to future Shuttermint transitions, configuration changes, and recovery operations.

This EPIC is currently blocked until we make a decision on whether we move to a DKG on Gnosis.

Issues

• rolling-shutter#485 — Support transitions between non-overlapping Keyper sets.
• contracts#8 — Reject invalid Keyper configurations before submission.
• DAppnodePackage-shutter-api#40 — Preserve and verify Shuttermint validator keys during backup and restore.

Revisit Before

• Performing another Shuttermint Keyper-set transition.
• Onboarding a substantially different Shuttermint Keyper set.
• Depending on DAppNode backup and restore for validator recovery.

Done When

• The remaining issues are fixed and tested, or
• The team explicitly decides to sunset Shuttermint.
